UNDP brings climate change leaders together for action on UNFCCC

BANGKOK - On the eve of a major UN climate change conference, UNDP and the Ministry of Natural Resources and Environment’s Office of Natural Resources and Environmental Policy and Planning (ONEP) brought together more than 50 climate change coordination officers to discuss the United Nations Framework Convention on Climate Change (UNFCCC) process and Thailand’s climate change policy framework.

The workshop brought together new ONEP staff and climate change coordination officers of 30 line agencies to discuss the latest negotiation points and Thailand’s position, as well as the prospects beyond the Kyoto Protocol and its implications on Thailand, emerging obligations on mitigation actions, and the latest developments on climate finance.

The UNDP supported workshop also highlighted the links between international obligations and Thailand’s actions in accordance with the forthcoming climate change master plan.

“Climate change challenges prompt agency responses and concerted efforts from all sectors. We need to work together and in coherence,” said Ms. Orapin Wongchumpit, Deputy Permanent Secretary of the Ministry of Natural Resources and Environment.

“The master plan will provide the framework to strengthen our coordination. I believe that this kind of capacity building process will be a starting point for us to fine-tune and coordinate in a more effective manner.”

Included among the many discussions at the workshop were the move to standardization of climate change data sources via clearing house mechanisms hosted by ONEP; the proposed actions for line ministries to build their own capacity in developing the Greenhouse Gas (GHG) inventories; case studies on forging the links between disaster risk reduction and climate change adaptation, and initiatives to develop a financial mechanism and fiscal framework for climate change actions.

Informal additional sessions of the AWG-LCA, AWG-KP and ADP will be held at the United Nations Conference Centre (UNCC) of the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP), in Bangkok, Thailand from Thursday, 30 August to Wednesday, 5 September.

The workshop is part of the partnership framework between UNDP and ONEP, and the overall United Nations Partnership Framework with the Royal Thai Government (2012-2016) under the Climate Change Joint Team.
